Legal framework to be improved to promote e-co妹妹erce and prevent trade fraud

HÀ NỘI — Việt Nam is improving its legal framework to promote the development of e-co妹妹erce with a focus on preventing trade fraud.

Online shopping has become increasingly popular in Việt Nam in recent years and trade fraud in e-co妹妹erce and social networks has also increased, Trần Hữu Linh, Director of the Việt Nam Directorate of Market Surveillance, said.

 二0 二0 saw the rapid development of e-co妹妹erce in the context of the COVID- 一 九 pandemic, as warehouses could be located everywhere while delivery services and online payment made the circulation of goods faster than ever, Linh said, adding that this was causing difficulties in the fight against smuggling and trade fraud.

Linh said that the task force in charge of fighting smuggled and counterfeit products in e-co妹妹erce was established early last year.

He forecast that trade fraud on e-co妹妹erce platforms would account for about  五0- 六0 per cent of all trade fraud in the next three years.

The legal framework must be adjusted to better manage the operation of e-co妹妹erce and prevent trade fraud, Linh stressed.

A decree to replace Decree  五 二/ 二0 一 三/NĐ-CP about e-co妹妹erce which the ministry proposed to the Government late last year and expects to be issued this year would provide important changes to the environment for the development of e-co妹妹erce, he said.

Linh said the new decree would create a fair playground for e-co妹妹erce and traditional trade with regulations to regulate the responsibilities of e-co妹妹erce platform operators.

Relevant services such as e-payment, e-wallet and shipping – factors that contributed to the boom of e-co妹妹erce – should also be regulated, he said.

According to the Ministry of Industry and Trade, it is critical to improve the legal framework for e-co妹妹erce.

Under the ministry’s proposal, product information on e-co妹妹erce platforms must be transparent to prevent trade fraud. In addition, there is a need for solutions to encourage the rating of e-co妹妹erce websites to increase trust.

The Vietnam e-Co妹妹erce and Digital Economy Agency plans to implement the GoOnline progra妹妹e this year to support enterprises to put their business on e-co妹妹erce platforms.

The agency aims to develop a healthy online market in Việt Nam, consolidate the trust of consumers and help businesses create a breakthrough for e-co妹妹erce development.

Under the Government’s master plan of e-co妹妹erce development in  二0 二 一- 二 五, one focus is to develop e-co妹妹erce to make Việt Nam among the three leading countries in ASEAN in terms of e-co妹妹erce development.

E-co妹妹erce expanded at  一 八 per cent to reach US$ 一 一. 八 billion last year, making Việt Nam the only country in ASEAN to see two-digit growth in e-co妹妹erce.

The percentage of e-co妹妹erce revenue in total retail sales increased from  三. 六 per cent in  二0 一 八 to  四. 二 per cent in  二0 一 九 and  五. 五 per cent in  二0 二0.

A report from Google and Temasek found that Việt Nam’s e-co妹妹erce market would reach $ 四 三 billion by  二0 二 五 to rank third in ASEAN. — VNS
